1997 Dodge Caravan Repair Question

1997 Dodge Caravan HC ppm reading 1107
Hi
I have a Dodge Caravan 3 liter engine 277000 KM.
Reading 1107 normal reading should be 200 and it failed the emission test in Ontario. Can you tell me what should look for to rectify this problem.

With reading that high you should have a check engine light on
do check the PCM for codes
also check it for tune up
is it misfiring
well
tune up
o2 sensors
coolant sensor
plus many other
will cause that high readings
have the codes will help you
and check it for a tune up
