1993 Dodge Caravan Vehicle will not start

When I turn the key for the ignition, it does not start. It doesn't click or make any other noise. The battery is fully charged and I have tried connecting other batteries to solve the problem. The headlights and heater fan works perfectly, but the radio and windshield wipers do not function at all. I'm sure the problem is electrical. I have checked all of the fuses and they are fine. What could be causing this problem?

Between battery and fire wall
harness run over the inner wheel cover
check them wires
check the fusible link
check N?S switch
