1993 Dodge Caravan Forced running sound

I know i probably sound pretty funny, but my van make a running sound like it's being forced to run..kind of like it's in low gear when i'm driving it, like it doesn't have the power needed to get up to speed. It seems to shift gears fine while driving and it's able to get up to speed, but when I release the accelerator at 35-40 it slows down really quick. Any ideas on what it might be or if it's worth the trouble fixing it? I am single and have three special needs kids..so i don't have a lot of money to spend on a costly repair. The car just had a new thermostat, spark plugs/cable, oil change, head gasket and water pump and fuel pump put in.

Stop on a small incline, (not a steep hill), put the transmission in neutral, then release the brake and see if the van starts to move . If it does not, a brake is dragging. Jack up the front of the van and try to rotate each tire. If only one is tight, suspect rust buildup in the metal bracket holding the center of the rubber brake hose. You can peel it open just a little with a large pliers.
