The car was towed into my shop with a no start condition. More like no compression. Heads were warped, and valves were burned. Sent the heads off and had them rebuilt. Completely re-assembled the motor with all new gaskets, torqued everything to spec, and everything perfectly in time. Long story short. The car is getting perfect spark and fuel, turns over great, but will not start. It has passed a compression test, and it is just stumping me. The only thing I have found wrong is that the TPS is getting .8v KOEO, and I believe it should be getting 1.7v. Would this keep the car from starting? I have read that any number of sensors being BAD could do this.
The car had a factory alarm system and has a viper alarm installed, but both of these only control starter engagement. The only wire I can not find a connector for is a single wire plug in the starter harness, black wire, single female connector.
Any input would be greatly appreciated as I have a lot of work to do, and this car is tying up a lift.

After a few beers I noticed that I have the ground strap in the rear of the engine bay, bolted to the throttle cable bracket. Where exactly does this go, figure this might cause an issue.
