Water pump to be so tight pump had to be pulled with fan clutch still attached

What would cause a water pump to be so tight pump had to be pulled with fan clutch still attached and had to be cut of to detach fan clutch from the pump itself. Also, note opened drain of radiator there was very little water drained "bone dry" over 3/4 of the way empty signs of rust behind pump.
