Cooling fans

Have seen as high as 215* on digital info ctr. Cooling fans don't come on, fans run freely with 12v jumped @ u/h fuse & relay ctr, relays check good n I don't just mean they click and all related fuses that I can find (this car has 3 fuse boxes) r good. I've been advised that fans should come on when the a/c or def is turned on, they do not.I just drove this car on a 300mi. Trip on a 60*day n temp never went over 192*, now its 20*outside n temp shoots up over 210/212 when sitting still, soon as you move it goes back down to 190/195

210 is about normal on these cars. All relays for this are under hood there are 3 check parallel relay as well check ect sensor for ohms.

Re:cooling fans, 98 park ave. If a/c refrig pressure is low would that cause a/c clutch to not engage which would result in no call for cooling fans when def or a/c is on? Could be i'm jumping the gun on normal operation of fans for cooling when def or a/c isn't on. Lol. I tend to get nervous when I see temps up around the boiling point. Many thanks

Don't worry about temps at boiling point. System is pressurized so it takes to about 260 or so bfore it boils. If a/c is low is probably the reason the fan doesn''t come on
