Electrical Problem - 1997 Chrysler Town and Country

I have a Chrysler 1997 Town and Country, 3.8 l. with 151,000 miles on it. Recently we needed to get the check engine light to go off so we would be able to get a passed inspection. The inspection shop told us to disconnect the battery for around 13 minuets then reconnect it. The check engine light did go off, and we finished the inspection - but - the rear wiper blade buttons, the a/c on button, and surrounding buttons blink. All at the same rate. We have connected and reconnected the batteries numerous times, no change. After aprx 30 minuets of driving they go back to their normal state. WHAT is going on!
