check engine light bulb is off

Chrysler Town & Country 2001 model 3.8 Liter V6 with 119000 miles on it. I brought the van to the emmision center and it failed the MIL test because there is no light coming from the check engine light bulb even when the switch is on and before starting the engine. The bulb maybe burnt and needs replacement. Is it really sure that the problem is the bulb?
