My car feels like it is woobling at certain speeds. Usually in local roads anywhere between 25-35 mph and on highways at around 65-80mph.

I jacked the car up and placed my hands at 3&9 on the tire and wiggled back to front. My Driver side had a liittle play. The Passenger side; none really. The 12&6 resulted in no play on either side. I had the tied rods ends replaced on the passenger side about 9months ago. I also noted the rubber boot behind my tire was split and I could stick my finger into the grease. I think I see the play there when I wiggle the tire at 3&9, but can't be sure that's the only place.

What do you think this is. I may try to repair myself so any direction would be appreciated

It sounds like you are refering to the CV joint. Is that correct?

I described what I saw in what I think is the CV Joint; but I'm not sure the symptoms match a CV joint issue? Looking at the way the wheel woobles and the manual test by my hands on the tire at 3&9 o'clock vs 12&6 o'clock what do U think.
