1999 Chrysler Town and Country Powertrain Control Module

I was searching the web for the Powertrain Control Module and it came up with NIEHOFF Ignition Computer. Are these the same parts with a different name? Does this vehicle have a Powertrain Control Module? I took the car to the mechanic because the car will not turn on unless you jump start it by connecting a cable directly to the starter and the other to the battery. The mechanic stated the Powertrain Control Module is bad. How can I confirm this is an accurate diagnosis?
