1996 Chrysler Town and Country engine still won't fire up

Still not getting spark to turn engine over(cranks, won't start), after many new parts and relays, before the key is on cylinder 3&4 is grounded and shouldn't be, automatic shut down relay clicks on as soon as you turn the key on (shuts down cause its grounded and shouldn't be), Is something grounding out, inside the PCM before you turn the key on? Or Is there something in the ignition not working properly causing it to stay on and hot? What I really need to know is the problem in the ignition or the PCM, can't get any codes cause the engine won't turn over. Already have to much invested in this project PCMs' aren't returnable. Please help! Can't afford to tow it here there and everywhere. (Cylinder 3&6 does not do what they are supposed to do(red and yellow wire that goes to PCM I think.

No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs, coil's resistances, distributor pick-up coil, ignition control module, cam and crank sensors and computer Note: If it doesn't apply disregard it
