1997 Chrysler Sebring Timing Belt

I have a 97 Chrysler Sebring and had to replace the timing belt due to a water pump going out and now I can not seem to get the timing set so the car will start

Is the belt the problem or the distributor?

Its a timing issue.I had to replace the belt and water pump and now the car will crank but not start but it will back fire at first when you crank it
