Engine Performance problem

I recentlly had the fuel pump replaced on my sebring convertible but my car still will not start i knew i needed it replaced because there was not pressure when i removed the gas vesel. It acts like it wants to start but it does not the battery is completely charged. However there was small winding noise that occured when i was trying to start it when the battery was completely charged.
