License plate light out

I recently noticed that my license plate light was out so I changed the bulb but it still doesnt work is this a common problem and can it be fixed by myself? I checked the fuses but may have checked the wrong one if you could tell me the one to look at it would be helpfull I dont have the owners manual. Thanks

Check ground point G302 at lower left side of power lift gate if okay get the integrated power module tested its located at left front of engine compartment,it supplies power to most exterior lights

Thanx for the info but how do I access the area where the ground wire is? Is it in the liftgate or on the side?Do I have to take the liftgate apart? I really think this is the problem as my top brake light is out too.
