Chrysler New Yorker Engine Problem

1995 Chrysler New Yorker 6 cyl Front Wheel Drive Automatic 110000 miles
When I turn on the ignition, very often the instrument board is dead - speedometer, fuel indicator etc. won't move. The engine starts, but car stays in second gear. Once the engine is warm, everything works perfectly. This happenes pretty often but not always. The Chrysler garage here in Germany is at a loss. What could it be?
