1994 Chrysler New Yorker seat belt drivers side

The seat belt does not retract. However if I remove the cover and pull extra belt upward, I can get normal retraction. But when I release the belt and it retracts, it becomes lock. I then have a loose seat belt. I must again pull belt up from the roll up spindle to get it to fasten; when I release the belt it retracts but locks again.

Because this is a safety issue, I recommend replacing the unit. You should be able to find one cheap in a salvage yard. Honestly, there is really nothing serviceable. Replace it with a good one that you know will work if needed.
