1991 Chrysler Le Baron Car will not start, makes sound even

1991 Chrysler Le Baron 6 cyl Automatic 198000 miles

Im driving my car home one night and the lights seem to dim and the car seems to lose power a little bit but almost unnoticeable so I think it's in my head. I get home park it for the night, in the morning I put the key in and there is a fairly loud buzzing noise that wont stop and when I try to start the car it seems like it wants to start but it refuses too. Loud buzzing noise and I think the engine light stays on too even while the ignition turned off and the key pulled out. It stops when I disconnect the battery cables but otherwise continues. I found out that the noise will stop if I have the headlight and brakelight fuses pulled out of the car but it still refuses to start even with them out and will not start even when jumped off.......It also has plenty of gas in the car. I recently replaced the fuel filter, fuel line, timing belt and water pump, It was running beautifully until this happened. Whatever is the problem it came on very very sudden.

encompasses a dozen different symptoms. You have to be more specific. If it doesn't crank fast enough, start by measuring the voltage on the battery posts, (not the cables), while a helper tries to start the engine. Next, measure the voltage during cranking between the two cable ends.
