po161 is the code I got. O2 heater circuit bank 2 sensor 2. What does that mean?

The car has two o2 sensors one has a heater circuit problem. It could be because the o2 sensor is no good. The wiring from the O2 sensor is no good or the PCM controller is no good. This circuit is used to heat up the o2 sensor quickly so it begins to operate quicker.
