the signals will come on if you play around with the relay switch

Relays switch ??
do you mean signal switch ,or multifunction switch on the steering
and if so suspect bad switch

the signial lights won't stay on and if you wiggle the relay switch under the stirring wheel.

check wiring ,replace replay
make sure all light bulbs are good
