1999 Chrysler Concorde Fuel filter & pump

1999 Chrysler Concorde 6 cyl Automatic 150000 miles

Car will not turn over. It's almost wanting to start, so, I'm thinking it's the fuel pump. What I need to know is if I have a electronic fuel pump and an inline fuel filter. Is there any way to check if the fuel pump is working correctly? Also, any other troubleshooting steps or ideas on what it could be, would be appreciated.

The fuel filter shows to be located on top of fuel pump module in the tank. I'd check fuel pressure first, with a gage. With the engine cranking, do you have primary voltage to the coil and injectors?
