1996 Chrysler Concorde Parking brakes locked up

I stored this vehicle outside during the winter for the last four months, with the parking brake set. When I started it yesterday, the parking brake foot pedal released, but the rear wheels are locked up tightly and will not turn. I inspected the calipers and pads, and they seem to be free. It looks as though the cable to the parking brake runs into a separate section of the brake, on the rear of the rotor. What do you recommend I do to be able to free up the rear wheels? I'd hate to have it towed anywhere if I can fix it myself.

Hi Alan,
It appears that your rear parking brakes are rusted in place. You will need to remove the rear tires and bang the rotors in between the wheel studs to loosen the rust that is holding the parking brake on. If the rust is too heavy you may need to replace the rotors.

Sounds like Mike nailed it, but you might also want to be sure the cables are moving freely, sometimes the water gets trapped in the cable and rusts it in place
