1995 Chrysler Concorde heater blower runs constant on high

Heater blower started running on high blowing hot air constantly. Took a guess and changed a relay but no result. Looked at curciut board behind controls, it is getting power but none of the controls work? Car sits alot more than it should thats why the low miles. Is their a control module? Or A blower resistor? Currently we just pulled the 25 amp fuse to stop the blower.

Thnx for the response, do you know if that would cause the other controls not to work? Is this resistor inside or outside the ductwork?

It only controls the speed. Nothing else. I am not sure why other controls didn't work. I believe you have to pull the ductwork to see the resistor
