Power steering is failing

The power steering in our minivan is failing when turning to the right. It also makes a loud grinding type noise while turning. How can you tell if it is the power steering pump or the full rack and pinion that needs replaced??

Normally this is a steering gear issue when you are having issues turning one way and not the pump. The pump does not care which way you are turning as it supplies pressure the same way no matter which direction you are turning.
