2005 Chevy Uplander passenger rear tire is locked up

My rear tire is locked up. How can I unlocked tire. 2 weeks ago my Wife took it to get all 4 rotors turned and all tires new brake pads. I feel this has something to do with it. How can I at home unlock this tire to move safely to the last shop it was taken? I have your basic fix it around the house tols including some mechanic tools. Thanks. Gil

I wouldnt even mess with it I would call the shop that made the repair and tell them what happened and make them pay for a tow from ur house to there shop. Also that way u dont tamper with any wrong doing on there part.I would also be there when they took the wheel off so they cant try to cover up a mistake on there part and charge u for it. Let me know how it goes.
