Fuel Pump???????

I have a customer with a 1997 Chevy Cab & Chassis flatbed. It has a 5.7L V8. I am unsure of the mileage. The truck will not start. It does turn over and the battery is strong. He thinks it is the fuel pump. I looked at the truck today and all the ignition relays and fuses appear to be fine. I could hear the fuel pump whining when I turn the ignition on. Also the gas gauge turns 360 degrees when the ignition comes on.

The only way to nail the fuel pump is do an actual fuel pressure check-it can come On all day but if its not pushing fuel to the front then its no good.
