What piston need to be at TDC on the compression stoke in order for my engine to be timed correctly?

I just installed a new engine and it will crank over but no start.

#1 piston, rotor contact in distrubtor facing 1 plug wire contact. Loosen distrubtor shaft securement bolt slightly (enough to twist distrubtor slightly in eather direction)if it tries to start a slight twist one way or the other could help. Good luck

Don't think the timing is adjustable. You can set the distributor to #1 but not turn it.
