95 Chevy Lumina Van

Couple of things

. Front fan doesn't move. Can I fix this myself or do I have to take it back to the repair shop and would this contribute to the fact that I always smell anti freeze and seem to be going through it more now

. Service engine light stays on - van runs fine BUT service engine light goes off - van sputters

A little history. Van has almost 200,000 miles on it
. Had rebuilt tranny installed last year
. Replaced water pump this summer
. Oil changes are kept up
. Had van in the shop for a week. They fixed a couple minor things but could never figure out why the service engine light stays on

Well, I suppose I should assume that no ones knows what to do with my van as I haven't had any responses to my questions.
