1999 Chevy Truck loss of power while towing

I have a 1999 C2500 with a 5.7 ltr that losses power while pulling at 65-70 mph. it also idles rough. I have replaced the wires, plugs, distributor cap/button, Throttle position sensor, cleaned the Idle Air sensor, EGR sensor,Coil, and voltage regulator, fuel filter and fuel pump. It still isn't pulling like it should. While driving the speed will fall off, and as I apply more gas the RPM increases with no corrisponding increase in pulling power. after 15-30 seconds, it will begin to stutter and then the power will start coming back. I have done a vacume check, its OK. Next on my list it the MAF sensor or clogged Catalitic converters. Anyone got any ideas?

I'm glad you were smart enough to do all those checks because that eliminated a lot of the issues, I believe you're having transmission problems, the lockup torque converter solenoid sounds like it's malfunctioning, have you checked the transmission fluid? have you serviced the transmission?
