1999 Chevy Truck Engine Bogging Down

After start up, Back out of driveway. Accel forward and engine bogs down at any throttel position. Proceed with this condition for two blocks. Engine clears up and accel is fine. This happens at every start up. One time on exspressway, lost ALL power and limped home with engine bogging all the time. No check engine light with stored codes.
Have changed-
coil down to plugs and feul filter.
cats in exhaust are clear.
fuel pump puts out 55/60 psi.
Timming on meter reads 20 and goes to 31 at 2700 rpm. Not sure, no timming adjustment?
