1999 Chevy Silverado Won't start 2

Ok, Last night I bought a light tester and tested all the fuses. All the ignition/fuel pump ect seemed to work fine. I replaced the fuel pump relay just in case. Then I checked the spark. Spark plugs seemed to be working ok but they were very dirty so I replaced them. Truck still won't start. I will replace the spark plug wires tonight.

I am guessing that the next step is to look at the fuel pump. How do I test that? Should I change the Fuel Filter just in case? How do I test to see if I am getting fuel?

My 1999 V 6 Chevy Silverado worked fine w/o any troubles on Sat. On Sunday morning, it would not start. It turns over but does does not catch. I turn it over and over with no luck... Sounds like a fuel issue, but would that go so quickly. While starting it shutters a little and coughs but does not go. It did rain heavily on Saturday night and truck is out side.
