1997 Chevy Truck fuel pump problems

1997 chevy pick-up ~~ problem~~ we changed the fuel pump and relay and the wires are still reading 6 volt instead of 12. what could be the problem that is causing the new fuel pump not to work.

Hello, did you check the voltage at the load side of fuel pump relay, under the hood? Also check the voltage at ecmB fuse. Gray wire at fuel pump connector. When checking voltage, key on engine off, check the voltage across the battery posts first, then compare to other readings.
