1995 Chevy Truck Wont start

1995 350 v8 5.7l. The engine is freshly rebuild and I just put a new flexplate in, a new starter and everything brand new. At first when I tried to turn it over, it whined. I fixed this by half-shimming the side away from the block it until it turned the motor over. Now it makes a really deep, uneven sound as it turns over and can't quite get it to start. I'm thinking I may have shimmed it too much on that one side, or too much in general, not sure.

Hello, I know that each shim must be evenly replaced, try bring it in all the way, use grease or any dye to look at the engagement pattern, it is not pulling in and holding for a reason, there should be the same shim on each side, or no shims necessary, as long as the cable and wiring is able to allow enough juice to keep it turning, how does the engine turn by hand, use a long 1/2 inch drive or grab the belts to see if its the tight engine that is causing all the problems. Its the weather, cold makes it so much more difficult to turn, I know the feeling.
