do they cedes-up? can they be repair with a new bearing and do they come off with just the one bolt?

They do seize up, and they are relatively easy to replace. They are replaced as a unit, and yes there is usually one or two bolts to remove.
If this pully is siezed (or begining to) then the idler pully is probably not far behind. While you have the belt off inspect the idler pully also.
