1988 Chevy Truck Losing engine coolant

My truck loses nearly 1 gallon of coolant every week with no visible leaks. I have pulled the spark plugs and turned it over and no signs of moisture are present. The exhaust is not white unless I place a piece of cardboard at the tailpipes, then it burns white for about 1 minute. The water temperature gauge goes to 265 degrees within 10 minutes of idling, but the engine does not seem to be overheating. When engine is cold, I have removed the radiator cap and I see water moving and air bubbles are present. Also the water level rises and falls in the radiator about 3 inches when idling. Do you think I have a head gasket problem or a radiator/cooling system problem? I plan on doing a pressure test on the cooliong system this weekend.
