Hello, with no previous indication of failure vehicle will not turn over. Its makes a small click noise but no starter engagement. The batter is new and fully charged with 14 volts. The lights on the vehicle also do not dim when attempting to start the vehicle. Is this the starter? Should i start by checking all the fuses? And finally is it possible to test a starter still on the vehicle? Thank you.
