2001 Chevy Tahoe fuel pump

My tahoe just quit one day as i was taking off from a stop light. It turns over but will not start. I had replaced the fuel pump about 8 months ago. I tested the voltage coming from the fuse/relay located under the hood and it shows 12v however i tested it at the fuel pump while trying to start and am only getting 4-8v i got a new fuel pump and am still only getting 4-8v so it is not the fuel pump. I have read there is a oil level/pressure sensor that will cause the fuel pump to shut down but when i check the oil level it is fine. How do i check this and where is it located? any ideas would be greatly appreciated
