1996 Chevy Tahoe V8 Four Wheel Drive Automatic 141K miles

ONLY DEFROST VENTS BLOW,BUT NO COLD AIR.I THINK I NEED TO CHANGE COMPRESSOR.DOES THE COMPRESSOR ALWAYS COME ON IF VACUMM SYSTEM FAILURE.
