1995 Chevy Tahoe Engine won't start unless full throttle is

The engine on my truck won't start unless full throttle is held down. Then it won't run under 3,000 RPM for about 2 minutes. You can start slacking off the RPM until it runs smoothly. Until then it dies. When it does start it smokes alot and smells like unburned fuel until it cleans itself out.
