2003 Suburban 1500 5.3L Erratic Speedometer

My speedometer is working erratically. Pegs past 120 mph, idles at 30 mph, everything else is working. I have been told that the instrument cluster has to be removed and shipped off site to be read, repaired or replaced. Can this problem be a simplier fix? Seems very expensive. :D

There is a TSB Technical Service Bulliten on your cluster, the dealer pays the tech 15 mins to reprogram them...
