2002 Chevy Suburban cranks does not start

My truck died while driving. it will crank but not start.
i changed the fuel pump. It was not the problem. i have swapped the horn relay with they fule pump.to rule it out i also checked all fuses. i have no pressure at the fuel rail. i tried spraying starting fluid in the throttle body. still crank no start. i do not believe i have power to the fuel pump also i should have mentioned the gas gauge reads empty. it has fuel.
what do you think

For fuel: Check and test the ECM B fuse, could also be the computer controlled of the fuel pump coil side of the relay.Also you can direct power to the fuel pump from the battery and see what happens

Won't combust when starting fluid is added-check for spark: No snapping blue spark continue to troubleshoot the ignition system-power input to the coil/coil packs,coil's resistances,cap and rotor,distributor pick-up coil, ignition control module, cam and crank sensors and computer Note: If it doesn't apply disregard it
