How does one get to the Center Instrument Panel Fuse Block?

I know three fuse blocks: left of the instrument panel

Does the instrument panel have to be removed to access the one near the data link connnector?

No. You just need to get under the dash, look up a little bit to the left of the DLC connector, you'll see the fuse box.
