2001 Chevy Suburban Parking brake pads

How do you get the parking brake pads off the rear. Do I have to pull the axles?

That is a pretty fun job, first of all you have to remove the rear brake caliper, there is probably a clip on one of the studs, remove the clip, and when you remove the rear disc, you will find the emergency brake shoes not pads behind the disc in the center.
