1990 Chevy Suburban Engine Size unknown Two Wheel Drive Automatic 170000 miles

It lacks power and takes forever to get up to cruising speed when you first take off. It ONLY does this when the air is cold outside. What part is effected by the temp of outside air?

I would check the tranny fluid and top it off if needed. If that don't work check coil spark and if needed get a tune up. Using a heavier viscosity fully synthetic oil wouldn't hurt either.
