2004 Chevy Silverado Only top brake lights light

Only the rear top bulbs on either side light up when I press the brake (3rd light works fine btw) - lower bulbs stay dark. I swapped the upper and lower bulbs around and they all light up so bulbs are fine.

Also, not sure if it's related, but battery seems to drain slowly/can't hold a charge.

How/what sequence should I troubleshoot a) bad battery b) bad battery caused by brake light issue above c) bad battery because alternator not charging correctly.

I don't see any warning lights indicating that I'm having a charging/alternator issue though.
