After eliminating everything else which could be keeping my new fuel pump from pumping, such as the fuel relay, fuel pump, all fuses, I checked the power coming from the #9 wire on the plug side of the RED plug and it had power, then with the RED and BLUE plugs back in, I checked the green/white wire coming out of the #9 position of the red plug and there was no power. Therefore, I believe the PCM is bad at that position since I also checked the #75 wire coming out of the blue plug which is the ignition and it was fine. My question is: Can this PCM be repaired or does it have to be replaced? I don't want to spend any more than necessary on this high mileage truck.

It sounds like you are right. As far as the PCM, they are non repairable. I wish I had better news, but it needs replaced. If you go to a salvage yard, make sure to get one with the exact same part number; otherwise, you will find that you have new and different problems.

Let me know if you have other questions.
