2000 Chevy Silverado Bogs down/loses power at full throttle

My 200 chevy 1500 silverado 4.3L bogs down/loses power at near full to full throttle. Everything else runs great. I noticed it the other day when I was hauling a small trailer. As I approached a hill I stepped on it and slowed down!? When I back off of the pedal a bit it felt like the decelleration stopped and maybe even had a little acceleration. Now in my shop I put it in park and if I give it full pedal it will only go to 2500-3000 rpm. If i ease into it it will go well above 5000 unitl I hit close to full. Then it chokes back down to 2500-3000. It's not any sort of rev limiter situation. Just curious as to what others might think it could be. I check plugs, wires, air filter, and fuel filter. My next suspoect is the catalytic converter. I've seen cat troubles on many other vehicles and it sort of acts the same.
