1999 Chevy Silverado Problem starting up

I own a 99 chevy silverado, short bed standard cab, 5.3L v8. I am having an issue starting the vehicle in mild-cold temp.(60 to 40 degrees) I have replaced the battery, sparkplugs are fairly new, starter is new. I don't get it. When the temp. in the day has warmed a little bit the engine has no problem starting. This causes an issue when i about to head to work @ 5am.
