1999 Chevy Silverado dash instrament gauges flicker

I have experienced twice after starting the engine and after driiving the vechicle at speed the dash battery, abs, and the speedameter flickering from the speed and back douwn to 0 mils. with a noise as it was making like a klicking noise. I was told to clean the battery cables. Thank you Paul
