1998 Chevy Silverado loose tie rod

i took my car to the shop a couple months ago and he said i have a loose tie rod and pitman arm, i decided to change it myself and was wandering if there was a way to tell which one was loose(inner or outer) and if i had to replace driver and passenger side or just one side

You can change just one. You will have to move the front wheel side to side in order to find the bad tie rod. After you change it, you will have to get an alignment. You are also going to need a pitman arm puller to change that part.
