1995 Chevy Silverado Starting vehicle takes to long

I have a 1995 Chevy Z71 and it takes a second or two for the engine to turn over. When I turn the key makes a sound as if I have a dying battery. I have replaced the battery, spark plugs, plug wires (correctly), and fuel filter. In addition, I had a shop clean out the throttle body and fuel injectors. The volt gauge reads just above the yellow line when the key is in the accessory position as well as when the engine is running. Any ideas?
